ABSTRACT

Objective:To analyze the number of appeals volume and causes for complaints received by the government hotline against a hospital in Yangzhou during the pandemic of novel coronavirus pneumonia(hereinafter referred to as COVID-19), so as to provide reference for handling such hotline complaints during pandemics.Methods:Retrospective comparative analysis was made on the " 12345" government hotline work orders received from July 28, 2020 to August 28, 2020(routine prevention and control period) and July 28, 2021 to August 28, 2021(pandemic closure and control period). A descriptive analysis was made on the cause types of complaints and the distribution of departments in question, along with an analysis of the correlation between the cumulative number of cases of pandemic development and the number of complaints using Spearman rank correlation method.Results:The number of work orders for a hospital in Yangzhou during the pandemic control period(659 cases) was 7.7 times higher than that in the routine control period(76 cases). Management problems accounted for 96.7%(637 cases) in the level-1 type of the causes of complaints during the closure and control period of the pandemic, and workflow problems accounted for 90.9%(599 cases) in the level-2 type, which increased by 28.3 and 27.7 percentage points respectively compared with the routine prevention and control period; The highest proportion in the level-3 type of causes for complaints during the closure and control period of the pandemic was administrative management, accounting for 87.9%(579 cases). The departments being complained the most during the pandemic incubation period, outbreak period and recovery period of the pandemic were the fever clinic, oncology department and discharge center respectively. The cumulative number of cases of pandemic development was positively correlated with the number of complaints.Conclusions:During the COVID-19, the handling of the government hotline should be analyzed along with the causes of complaints, focusing on patients′ demands, providing timely feedback, developing collaborative management measures, and achieving accurate policy implementation.

ABSTRACT

RESUMO Diante do crescimento mundial do gerenciamento participativo de bacias hidrográficas e das diversas dificuldades que o modelo de gestão hídrica brasileiro tem enfrentado para se consolidar na prática, este estudo objetivou discutir o modelo colaborativo de gestão de bacias hidrográficas utilizado nos Estados Unidos da América, especialmente o do estado de Ohio, que tem se destacado na promoção da gestão colaborativa no país, a partir da literatura internacional e de um estudo de caso realizado junto a um dos grupos mais atuantes na gestão de bacias hidrográficas. Salienta-se que a experiência americana proporcionou identificar elementos que, se bem utilizados, podem fortalecer a atuação dos comitês de bacias hidrográficas no Brasil e, consequentemente, na Política Nacional de Recursos Hídricos Brasileira.


ABSTRACT Faced with the growing of global participatory watershed management and the various difficulties that the Brazilian water management model has faced to consolidate itself in practice, this study aims to discuss the collaborative model of watershed management used in the United States, especially in the state of Ohio, which has excelled in promoting collaborative management in the country, based on international literature and a case study carried out with one of the most active groups in watershed management. It should be noted that the American experience has identified elements that, if well used, can strengthen the performance of watershed committees in Brazil and, consequently, in the Brazilian Water Resources National Policy.

ABSTRACT

Objective Summarize main problems identified in the budget execution of medical research projects,analyze main causes for proposing improvement countermeasures in daily practice.Methods Based on the auditing work of scientific research expenditure,administrative policies,as well as existed studies,this study conducted analysis and discussions from the perspective of research administrators.Results In this study,budget execution problems are classified into four categories.During recent years,updates and changes in the policy of research funding played important role in solving or relieving some problems in budget execution.However,some factors related to the problems still existed,thus,we put forward some suggestions on the management of scientific research funds from four aspects:multi-department collaboration,promoting the construction of scientific research funds management platform,budget execution training and implementing the financial assistant system.Conclusions The management of scientific research funds is a cooperative activity involving the administrative department of research projects,undertaking units,research groups etc.The unit which undertakes scientific research should coordinate many other departments to strengthen the supervision and management,improve the efficiency of the use of scientific research funds.

Based on analysis of the telemedicine system architecture and collaborative management needs,the author proposed such a collaborative management mode.From such dimensions as judgment of collaboration needs,establishment and assessment of collaboration relationship,governance of collaboration relationship,control of collaboration relationship,and evaluation of the collaboration relationship,the paper probed into the requirements,problems and solutions of telemedicine collaboration.
